Instructions
- Preheat the oven to 350°F (175°C).
- In a bowl, mix flour, sugar, cocoa, baking powder, baking soda, and salt.
- Add melted butter, eggs, milk, and vanilla. Mix until smooth.
- Fill heart-shaped cupcake liners with batter.
- Bake for 20-25 minutes. Check with a toothpick.
- Let cupcakes cool completely.
- Frost with chocolate frosting.
- Garnish with heart-shaped sprinkles.
